Pre-Release Meeting

Where a prisoner is to be released on a parole licence, life licence, non-parole licence, extended sentence licence or supervised release order an ICM pre-release planning meeting will be arranged. This meeting should include the prisoner, the supervising social worker, SPS staff and any other relevant agencies or professionals who will be involved in providing programmes or support on release. The prison social worker should provide an updated risk assessment for this meeting. In certain cases where the prisoner is assessed as a high risk of harm to the public a Risk Management Case Conference may also be held prior to release.

With the implementation of Integrated Case Management the ICM Pre-Release Case Conference in effect replaces the Pre-Release Meeting identified in National Standards and Circular 12/2002. Multi Agency Public Protection Arrangements also apply.

The purpose of the meeting is to finalise plans for release, discuss the conditions and any additional conditions of the licence, and ensure that the prisoner understands what is required of him and what is being offered, e.g. frequency of contact, programmes to be attended, no contact with children under 17 years etc. The prison social worker should record decisions made and agreed, and provide the prisoner and the SPS with reporting instructions on release.
